Democrats will of course try to find away around that - perhaps they will raid some fund for the poor as usual? what are rules for if you can't break them, say democrats.

Insurance companies were talking about "coming protests" in the USA 2 weeks before George Floyd. I doubt they would pay up in a town who's mayor ASKED to be looted and burned. They might even decide to sue any insurer who DID pay up, to protect their position.
