with CONTINUAL SCAMS - down to everything, ordering equipment not needed selling it, repairing things that aren't broken, using elementary schools at night for "fast tracking illegal aliens" and for democrat caucusing purposes, leasing gov land to an "entity" which leases it back to the gov, claiming a state emergency (for funds) for a weather system that doesn't even cross state lines ever, the list of their abuses is endless and no one has the power to make them open their books let alone get them into court
