Some key points: According to the WSJ, there was no quid-pro-quo attached to this suggestion about investigating Biden's son. Thus there was nothing illegal or even inappropriate, unless something else comes out later, about this. Second, according to John Yu, who has not always been a Trump-supporter, the statute on informing Congress about this clearly stipulates that the law only applies to cases directly under the DNI. This may come as news to Adam Schiff, but the President does NOT report to the DNI; the DNI works for the President. Therefore, the statute Schiff is citing is not relevant. Third, the Constitution, which Schiff has apparently not read, specifically names the President as the authorized representative of the USA on foreign policy to speak for and listen on behalf of the USA; it is NOT Congress. So unless the President is clearly requesting something illegal of another country, what the President says to another leader is, for better or for worse, close to unlimited from a legal standpoint. Obviously there can be things that may be politically unwise, but according to the Constitution the President has that legal authority, not Schiff.
