Talk about bureaucratic over-reach - this takes the cake.
Officer Baker and Officer Poncherello never had one of these on CHIPS.

Maybe they are issuing the swimmer a ticket for not having a flotation device.

But then again, nobody in the Texas Highway Patrol boat is wearing one either - which is clearly a regulation violation.

Is this part of our new illegal alien catch-n-release program?
