I would suggest that the provided document suggests there is evidence. Bill Clinton did nothing to determine or define what sex "is", although he lied about having it with Blewklinsky. You can't have it both ways. I don't make moral judgments on Kraft, he got caught in a sting operation. He was unlucky, that's really it. He's subject to the laws of the local jurisdiction regarding prostitution like any other john. If you don't know the difference between going to a place that is supposed to offer a legitimate massage and paying for a rub & tug/blowy, and fucking a girl you take on a date, you must live a tortured existence. If they have tape, my guess he's going to work his way to making a plea agreement, and do everything possible to make sure the video of his encounter doesn't hit the interwebz.

read the document - they have tape of him driving up, entering the lobby, entering the room, taking off his clothes, blowing his wad, getting dressed, leaving the space, driving out of the lot.
