A senior Trump official has anonymously reported to daily caller that the essential personnel are running the agencies more efficiently without the majority of useless Feds. They want to lock the doors and sell the furniture. They are targeting the pockets of resistance and waste. The goal is to streamline the agencies and eliminate all the waste . They can only do it with a shutdown and defunding because the useless people are impossible to fire. They are going to starve them out of their jobs and force them to find other employment where they need to provide value and pay 1/3 of their salaries to pay taxes.

Well, if you can’t trust “A senior Trump official” (A = one) who “has anonymously reported” (because he’s a coward) to the Daily Caller (a bullshit right wing site), then who can you trust. Not that Trump wouldn’t try to pull an underhanded maneuver like this to consolidate power and undermine the Federal Government by populating it with his grafting, incompetent neo Nazis.
Whatever you may think of their productivity, most Federal employees just want to go to work and collect a paycheck; some are truly dedicated to their work and provide a valuable service. These people are not part of what you laughably call ‘the Resistance’. I'm pretty sure the author is Mick Mulvaney. I've worked with him and it sounds just like him. Everyone should read the article. It's eye-opening to anyone who wants to know how most conservatives view the government workforce.
I agree with much of what he writes. He's especially spot on regarding the process and how the process exists to protect the process. A perfect explanation of why nothing ever gets done in DC.
