Sad. And the top income tax rate is bullshit, a red herring. Rich people dont make their money in ordinary income.

Even if they did, they will simply move their money to tax shelters. France instituted a 80% tax on the top wage earners and the rich just moved all their money out of France. They took less pay and moved their compensation into non-monetary payouts such as discounted stock options and higher retirement benefits.
Like the rich in Hollywood and Silicon Valley, they talk a good game about the rich paying their fair share, but make deals with Satan himself to lower their own tax burdens.
