Bush to Call for Guard Troops on Border

Analysis by Michael Cutler

I suspect that the President will be making his sales pitch to the nation this evening to try to convince our citizens and especially our politicians that he is willing to secure our nation's border with Mexico for a price- a Guest Worker Amnesty program.

It is truly remarkable that as we approach the 5th anniversary of the worst terrorist attack ever committed within our nation's borders, that our nation's borders have been reduced to little more than imaginary lines on a map and that our nation lacks the capacity or the desire to control who we allow to enter our country. Yet, finally, it would seem that the President is finally getting the message that so many Americans want our nation's borders secured. Unfortunately, I do not believe that this is the case, much as I wish it were. In the last few weeks, ICE has gone out and conducted high-profile field operations which resulted in the arrest of many illegal aliens to provide the illusion that finally immigration law enforcement was something the administration was willing to consider a priority. But, as we saw, most of the illegal aliens who were arrested by ICE were subsequently set free, presumably with Notices To Appear at a deportation hearing at a later date. This is the same lunacy we saw committed along our nation's borders where the Notices To Appear were issued by Border Patrol agents to illegal aliens who were from countries other than Mexico or so-called OTMs. So few of these aliens ever showed up for their hearings that the Border Patrol agents, out of frustration refer to these Notices To Appear as "Notices To Disappear!"

Lou Dobbs has repeatedly stated that, "You cannot reform immigration until you control immigration." Lou is absolutely correct. Putting the National Guard on the Mexican border for a temporary period of time does not qualify as gaining control over immigration. I would not be shocked if the administration's plan is to keep the troops on the border just long enough for the Senate to vote for a bill that they refer to as Comprehensive Immigration Reform which is, of course, the code-word for a Guest Worker Amnesty program. Perhaps the troops will remain even a bit longer. Perhaps the troops will remain while the House and Senate convene a conference committee to reconcile the immigration bill that the House passed, HR 4437 which was an all enforcement bill with no Guest Worker Amnesty program with the bill that the Senate will pass, presumably with such a foolish and deceitful amnesty program.

Meanwhile, the immigration system is in total disarray. According to a GAO report that was issued in March of this year, immigration benefit fraud as well as corruption was identified as a major problem for the division of the DHS, USCIS, that would have to adjudicate these applications. Additionally, as you most probably know, I testified at a hearing before the House Subcommittee on Investigations and Oversight of the International Relations Committee last week, it has been estimated that more than 40% of the illegal aliens who are currently present in the United States did not run our nation's borders but rather entered our country through a port of entry and then, in one way or another, violated the terms of their admission into the United States and thereby became deportable. None of these issues would be addressed by the deployment of National Guard troops along the Mexican border. Nor would the issue of illegal aliens who might enter the United States by running the northern border of our country be addressed by positioning those soldiers along the Mexican border.

The open border advocates like to make the point that we need an amnesty program because we have seen that an enforcement only program does not work and they claim that the millions of illegal aliens living in our country provides the proof that they are right. In point of fact, for the past 3 or 4 decades our politicians from both sides of the political aisle have only provided an illusion, and a poor one at that, of a mounting a meaningful effort to enforce the immigration laws and that is why we now have 20 million illegal aliens in the United States who have been emboldened by our politicians to march through the cities of our country chanting "Yes we can!" This is also why on February 26, 1993 the World Trade Center complex was attacked and 6 people were killed, thousands were injured and an estimated $500 million in damages was inflicted. This is why on September 11, 2001 our nation was attacked again with the loss of 3,000 innocent lives and profound economic losses still reverberating throughout the world's economy to this day. That is why, in part, approximately 30% of the federal inmate population is comprised of individuals who are identified as being "foreign born."

The immigration system is utterly dysfunctional and, in some ways, is actually worse off since the creation of DHS, hard as that might be to imagine. Our nation needs long-term meaningful solutions and not a stunt to attempt to deceive the American people. A magician is able to fool the audience by distracting them so that they watch what he wants them to see while he does 'his thing' just out of the area to which their attention has been drawn. I do not think it is a stretch to say that the magic is gone from the administration's show. We the people, are paying attention and it is time for the administration and our politicians to get serious about what is arguably the most critical issue confronting our nation today.

Simply stated, the temporary assignment of soldiers on the Mexican border will not address the real issues where immigration law enforcement is concerned. The entire immigration system needs to be fixed.

The highly respected Heritage Foundation think tank sent out this assessment of how the Senate bill would transform our nation and does not even deal directly with the concerns I have about enabling terrorists to embed themselves in our country.

"The bill would give amnesty to 10 million illegal immigrants and quintuple the rate of legal immigration into the U.S. Under the bill, the annual inflow of immigrants with the option of becoming legal permanent residents would rise from the current level of one million per year to more than five million per year. Within a few years, the annual inflow of new immigrants would exceed one percent of the current U.S. population. This would be the highest immigration rate in U.S. history.

Within 20 years, some 103 million new immigrants would enter the U.S. This number is about one-third of the current U.S. population. All of these immigrants would be permanent residents with the right to become citizens and vote in U.S. elections. CIRA would transform the United States socially, economically, and politically. Within two decades, the character of the nation would differ dramatically from what exists today."

Simply stated, any senator who votes for the Guest Worker Amnesty Program should be send to the end of the unemployment line on election day!

joe1992 needs to take 5th grade math again.

1 billion = 1,000 million, not 100 million.

With 500 billion, each state in America can have 10 WTC made; including Hawaii and Alaska.

Mission in Iraq is costing about 350 billion at this point; expected to rise over 500 billion, btw.
