Serial killers in northern Virginia

Were there any active in the area? Some would say The dc sniper classifies as one, but I wouldn’t given that he didn’t go by any pattern of victims selected.

He was a serial killer.
On the surface, he had patterned behavior and no one knows what kind of fucked up patterns he had going throw his fucked up head when he chose his victims.
