Each year, toddlers can and do drive vehicles. They are a proven hazard on the road.

Under 17 is not a toddler. So clarify "many".

Yes. There are many incidents of toddler slipping vehicles into gear and killing people.

no we just need to heavily regulate them like we do autos and airplanes. license, insurance, all sales tracked with govt. tests, birth cert and photo id to get license. We could do all that for Firearms too. I think we all agree we should have strict govt regulation for vans and firearms. lets do both.
