any science article that says "we expect progress by future scientists" is obviously a CON ARTIST. and infact: much of bill clinton's spending (hotly debated at the time, part of the infamous "double dipping" were made base upon? "projected taxes collected in the future", projected growth due to their own projects that NEVER MATERIALIZED and were left as debt to Bush)
