I already wrote reseearch on this on FFU.
The "neurtrality" is un-related with the 90's meme of IANA and RFC standards an non-malware (in that day, aggressors were pulled from whatever market for doing so QUICKLY and using only programmer/professor/military community agreements rather than courts).
The "neutrality" the hindu FCC guy is referring to is RE-DEFINED BY THE HINDU to refer to ONLY ONE OF MANY TELEPHONE COMPANY LAWS having to do with ISPs. It might hamper or limit TELEMUNDO's (mexico) or NOVELL/ANTHEM (Germany) attempt to abuse ISP connectivity to attack the USA or attempt a hostile take-over of, say, CISCO.
(NOTE!!! Mexico's phoen system is "owned" by one man, who broadcasted in english to america "i will take over usa's phones and then technology, i will fight them down to the last wire")

they've lodged complaints ONLY AGAINST AMERICA'S TECH NOT CHINA'S (despite that usa gets a continual flood of non-standard chinese crap no one has drivers for while usa (ie intel) has offered drivers the fuckers refuse to re-publish in - say - linux)
The complaint ITUT lodges is that while CISCO publishes standards and participates with ITUT, CISCO changes the standards making interaction with them (costly).
