When does covering expenses become price gouging?
Only Exxon and other gas companies can answer that question.
But I agree, the gas in the ground in VA today has nothing to do with the Hurricane Harvey.

Economically ignorant assholes. If the station operatior buys gas wholesale on the first of the month for $2 and sells it for $2.50, his profit is fiddy cents. If the next wholesale buy on the first of the month is $2.50, how much profit did he really make on the prior month?

Its all the same gas. Comes through the same pipeline from the same refinery which is why all their prices are going up.
Be thankful though. Hurricane Irma is currently developing into a Cat 5 with some spaghetti models bringing it our way.

Colonial Pipeline (the one that services us and points Northeast) had to be shut down for a couple of days. Also, all the refineries but one had to close, and it does not produce the clean gas mandated for big metro areas.

For refinery capacity it's a little more than half in the Gulf PADD. That's also not considering types of oil refined, what's operating at a given time, transportation and pipeline infrastructure, etc.
Losing 15% would be a huge hit. Which isn't the case now, it's much smaller and gasoline stocks already were high which has minimized the effect.
