Why talk so loud?

Trying to catch up on email in the cafeteria. Many tables are occupied by groups of three or four people talking softly. Then a group of four service staff sat down and proceeded to fill the space with loud taking in Spanish of a Central American variety. It was completely distracting and the ladies didn't appear to know or care how loud they were. The group finally left and calmness returned.

Is this lack of consideration class or culturally based? Seems to happen all the time in common spaces where the speakers seem to think they own the place. Not limited to Spanish speakers either.
