The point that Spicer was making was the same as above - the media reports about surveillance for months. Trump tweets about surveillance and suddenly there's no surveillance. They were making no allegations, they were simply throwing the allegations made by the press back at them. All that he did was to read off a list of numerous reports by various media demonstrating that fact. If you'd actually listened to the briefing then you'd know that was the case.
