it's an order to follow what is COMMON SENSE (thus, can be extrapolated from existing law without VA ass. writing 1000000 laws - which in itself is illegal, because: the law is the law must be clear and not obstructive: it's the law)
it simply says he's too old to fuck the girl without parents permission - and parents are apparently saying:

I know of two cases where much much older women raped 13 year old boys and got probation only, no conditions other than being sex offenders

Naturally zero outrage from feminists, liberals or whatever. They prance around about Brock Turner and ignore that he was punished much more harshly than women who raped children.
