You don't seem to understand that the Mexican President having to bail means that Trump has the upper hand here. If he were in a stronger position to actually challenge the eventual outcome, which is that Mexico one way or another will bear the cost, then he wouldn't have to. More than anything else it's a response to his own weakness among his own voters.
