Is a car dealer required to provide you with a minimum of 2 keys to a used car?

I just bought a used Toyota 4Runner (2014) and the dealer only have one key. They say the previous owner only provided one key. A new key is over $200!!!!! (remember when they were like $20?)

Should a buyer of a fairly expensive vehicle get 2 keys or shouldn't the dealer pay for a duplicate? Is there any law? I smell a scam.

Yes, it is against the law. You should report them to the police and make them give you another key.

I believe you also have 72 hours in VA to take the car back and undo the deal. If it's that important, take it back and lay it down.

The former owner may just come get it one night, since he still has a key.

Im not doing that, I got a great deal on a almost new car with only 22,000 miles. But I'm pretty sure the dealer would love to collect $200 from me for a key to be made.

Should have negotiated having another key programmed. No real sweat off their asses to do that so they probably would have. They just hook up to the car and generate the code. If you have two, then with most cars you can program others yourself. Without, you're fucked and have to either pay for another real key at a stupid cost or have a clone made for $50-$75. The latter will work fine as a key but won't let you program any more.

That was my bad. I didn't even inquire about a second key until after we were done with the deal. I just ASSumed they had 2 keys. I've bought many cars and always got 2 keys, sometimes 3. They honestly didn't know there was no second key either.

I just want something that will open the door and start the car in the event the fob gets lost, so the clone sounds like a good idea.

Damn the Toyota dealer must have gotten worried I was going to slime them.........the salesman just emailed me and told me to come in tomorrow and they will make me a second programmed key FOR FREE!

Locksmiths usually only make the clone keys. They put it into a machine and it reads and decodes the key that you have and simply replicates it. Obviously needs to be cut the same but anyone can do that. That's all pretty easy.

To create a 'real' new key in most all cases you'll need whatever manufacturer's diagnostic system and it's a little more involved requiring generating encryption keys, special access codes, 30 minute time delays, etc., so somebody can't just roll up and make a key. You're generating a completely new key/codes in that case and manufacturers don't want just anybody to be able to so otherwise their PATS or whatever security system becomes kind of useless. What's needed differs by manufacturer, model, years, etc., so an independent locksmith would need a lot of expensive gear to be able to do it across lots of different cars.

The key is 11 dollars from Amazon, A locksmith will cut it for you for 5 to 10 bucks if you bring it to his shop. The programing is simple as long as you have an existing working key,

That only creates a clone key. If that's all that you want, then you're good.

Also only works with certain keys which have a chip which can be written to vs those that are read-only where the programming is done in-car (i.e., the computer module generates and stores the code based on a passive key). Walmart, Home Depot, most locksmiths, etc., can only clone not create real new keys.

The clone keys are an exact copy of the single key that you have and will work fine for openning doors and starting. But you cannot use them as a second key to create more keys yourself since it's seen as the same key and the programming steps require seeing two different keys. Won't, for example, be able to create valet keys, store different seat, mirror and other settings for different drivers, etc.
