It appears none of you commenting really read the article. It specifically mentions the funds will be used to combat troll "armies" similar to the ones governments of China , Russia and other authoritarian regimes use to misinform and manipulate public opinion to serve their political goals. Why waste government funding fighting pathetic keyboard samurai like the ones on ffxu???
