Yes, you can be ticketed. I have seen cops before pull over people and give them lectures. Never heard of anybody actually getting a ticket.

Just make sure you are around a turn or out of the line of sight from the cop car.

People have gotten tickets in Fairfax for that but I don't recall what the exact charge was.
There was a court decision (not supreme court) that stated that it was first admendment protected speech. I don't know if there have been further rulings on the subject.

I was a case up in MoCo about 10 years ago on the same issue. Guy got a ticket for warning of a speed trap. Eventually went to court where he was found not guilty b/c first amendment. Still had to spend his own money in legal fees however. So the Big Brother wins either way.
