Use of profane, threatening, or indecent language over public airways or by other methods.

Any person who uses obscene, vulgar, profane, lewd, lascivious, or indecent language, or makes any suggestion or proposal of an obscene nature, or threatens any illegal or immoral act with the intent to coerce, intimidate, or harass any person, over any telephone or citizens band radio, in this Commonwealth, is guilty of a Class 1 misdemeanor.

The fact that Moreno was just arrested and charged and spent time in jail for a violent crime helps lizzie's case out a lot. That, and her texts of her asking him to leave her alone and never to contact her again, which he did anyway, the stalking pictures, the past voicemails, today's voicemails, his crazy suicide stuff is more than enough to get a protective order and possibly some criminal charges against him. She made it very clear she didn't want him to contact her, and he did, three times at ungoldly hours. No one would fault lizzie for finally doing something about this dangerous lunatic. And we all know you're trolling Moreno here and not lizzie and hoping to provoke her into actually doing something. Let's hope she does!
