It has to do with the Vienna peace talks today. They decide which rebel groups get to stay and which have to go. Obviously, ISIS has had the buildup and has to go. The West wants to protect terrorist groups Ahrar Al-Sham and Nusra Front as well as Fake Syrian Army FSA. FSA is reportedly helping Russia target ISIS but that may be just a ruse.

French and German security knew about the pending attacks for about a month. They're now arresting other members of the plot in Brussels.
