Bush needed a reason to start another gov department so he came up with Homeland so conservatives would buy the idea.
Frankly I think creating another government agency was complete bullshit! Bush should of made all the agency work and share equally rather then building a new agency.
We have enough fucking gov agencies right now.
NSA, CIA, ATF, FBI, DSA, TSA, RSI, DOJ, DOE, CBP and OIT. Did we really need Bush to create DHS?

Feel free to blame Bush for this all you want. It was made up of good intentions but like the road to hell...
The day after 9-11 when the question was asked "why didn't we see this coming" all those lettered agencies proclaimed the same thing. "They withheld information. We knew this and that but the other guys had the important stuff and wouldn't share".
Bush figured if he put everything under one roof that the in-fighting would stop.
It's only gotten worse. Especially when the day after the day after they started exempting themselves from "Homeland Security" rule.
They still don't talk to one another. Hell, sometimes they're even at war with each other. Ask anyone from the FBI what they think of the Secret Service. Ask anyone from the Secret Service what they think of ICE. Ask any of them what they think about DHS.
They're all just big old fraternities and wont be told what to do until Dean Wormer throws them off campus.

"Heartland" and "homeland" share the same sort of squirrelly right-wing heritage. Both are attempts to bring emotion into discussions where reason ought to prevail. The right-wing sucks at reason, so they love such squishy-words.

Their plan called for a cabinet-level agency headed by FEMA and comprising the Coast Guard, Border Patrol, and the Customs Service. After 9/11, Bush seized upon the then dormant idea, eventually pasting 22 different agencies on top of each other in a basically dysfunctional hodge-podge that has still not gotten properly onto its feet. DHS was Joe Lieberman's idea. He was a democrat. The Homeland Security Act of 2002 passed the Senate 90 - 9. Below are the Senators' votes. I've highlighted a couple of the democrats who think this all the republicans doing....
