They are conspiracy theorists, some of them, not because they really believe the conspiracies, but because about 1/4 - 1/3 of their voters do, and they're pandering to that segment. They can't ignore it, it's too big, even though they know that group is batshit crazy. It's like the enormous percentage of GOP voters who believe that the President was born in Kenya.
