It is interesting to consider exactly what an "IQ" is:

But when you consider the Bell Curve, with 100 being the mean, 50% of a population would be under 100 and 50% over 100. Half the population is average or below average.
More interestingly, it appears that only 25% score over 110, 50% score between 90 and 109, and the other 25% below 89. It is presumed that half of the "average" between 90 and 109 score below 100.
