I would certainly curb stomp his ass until his lower jaw was perpendicular to the ground. Although, he seems young. Maybe this behaviour was acceptable to his parents. Either way; unacceptable.

I know what I'd do, and I'm guessing dropkicking him would hurt like hell but it'd be worth it.
If he's hitting a kid that much smaller than him I hope he's getting it back! He hit that kid hard enough to cause major damage more than once. Although, it does appear that he's only going after that one. Sister maybe? Maybe he does get beat at home and she doesn't, still isn't an excuse!
