Oops! Gov't Overpays $14 BILLION in Jobless Benefits

Following various reports of jailed convicts and illegal immigrants receiving unemployment checks from U.S. taxpayers, the Obama Administration is admitting that in fiscal year 2011 the government “overpaid” around $14 billion in benefits.

That’s a chunk of change for a nation suffering through a painful debt crisis that’s topped $15 trillion. Like most bloated government programs, the Department of Labor’s (DOL) unemployment benefits— paid by state treasuries and the federal government—is rife with fraud and corruption. Various news reports have speculated about this for some time, but now we have the actual DOL figures to prove it.

Typical Judicial Watch hack job. The way the story is written it leads you to believe it is the U.S. Govt., with Obama at its head, that has made those overpayments. Read it closely though and you see the truth; It is the states that is actually the ones primarily responsible for these overpayments. The Feds set up the unemployment system and provides backup funding. However it is the states that are primarily responsible for determining who qualifies for payments and which actually makes most of the payments, largely with funds the states themselves raise from taxes on employers.

Now let's see, which party is currently in control in Virginia?

Not entirely. It includes direct Federal programs as well:

"Figures displayed are not actual improper payment rate and dollars but an estimate based on results of State Benefit Accuracy Measurement (BAM) survey (random audits) of paid and denied claims in three major UI programs: State UI, Unemployment Compensation for Federal Employees, and Unemployment Compensation for Ex-Service Members."

And the Feds are responsible for management and oversight of the programs with respect to the Federal money. Most of it doesn't look to be fraud but rather operational disconnects and errors in how, when, and how much is paid.

But yeah, I know... the Federal government magically turns from a massive, disfunctional bureaucratic mess into a well-oiled machine which can do no wrong whenever the Dems take over. ;)

Yeah if you read behind the lines and know and did a little research, it is the states that are ripping the Federal government off. Federal Government don't give out the benefits, they give the money to the states to hand out.

Money (revenue) comes from taxpayers nationwide, goes to states thru federal distribution channels, is sent to welfare recipients.

Do you blame a federal system that taxes people in Northern Virginia to send $$$ to layabouts in Detroit and Appalachia?

An inaccurate oversimplification of how unemployment works.

"Normal" unemployment benefits are paid by states from unemployment taxes that each state collects from employers (and in a few states employees). If a state runs out of money in its unemployment fund it can borrow money from the Feds from an "account" funded by unemployment taxes collected from employers nationwide. (Of course there is no account, but let's keep up the fiction.) In theory those borrowed funds are supposed to be repaid and there are penalties if they are not. The reality on those repayments and how extended benefits are funded are, I suspect, more complex and political.

It turns out that in one year alone, the federal government and states overpaid about $14 billion in unemployment benefits, according to a DOL report featuring Unemployment Insurance Improper Payments. The eight-page document also includes “strategies to get the rate down.” Evidently the DOL has “an aggressive strategic plan to work with states to control unemployment payments.” This includes “a number of robust strategies,” according to the report.

The federal government provides states funds to run the temporary extended unemployment benefit program.
