Only because there are more whites than latinos but that is quickly changing. To be correct go by percentages and you would see the real story. Also you have to include the entitlement mindset that is sweeping this country. Whites tired of paying taxes and seeing others living better on welfare figure why bother. Go on welfare or disability and live at the same level or in some cases better.

Thank people like Sharon Bulova who allocated luxury condos to section 8 housing. A middle income person couldnt afford to rent one of those units and instead must be housed in a small two bedroom apartment with no amenities. So why get up and go to work each day when the entitlement life is better.
