i didnt read anything you wrote but no. it is NOT paranoia if "they" are out to get you. it's only paranoia when they really arent out to get you but you think they are.

What a nutty website, just the type of place to feed the stupidity and insanity of a conspiracy theorist. Anyway, it's a National Guard training center, it is obviously there for anti-riot or disaster training.
