BEIJING, March 12 (Xinhua) -- China's Information Office of the State Council published a report titled "The Human Rights Record of the United States in 2009" here Friday. Following is the full text:

The State Department of the United States released its Country Reports on Human Rights Practices for 2009 on March 11, 2010, posing as "the world judge of human rights" again. As in previous years, the reports are full of accusations of the human rights situation in more than 190 countries and regions including China, but turn a blind eye to, or dodge and even cover up rampant human rights abuses on its own territory. The Human Rights Record of the United States in 2009 is prepared to help people around the world understand the real situation of human rights in the United States.

(CNSNews.com) – Secretary of State Hillary Clinton said on Thursday that the State Department is soliciting comments from citizens, advocacy groups and other non-governmental organizations on the human rights record of the United States.

“Human rights are universal, but their experience is local. This is why we are committed to holding everyone to the same standard, including ourselves,” Clinton told a press briefing at the State Department, where she unveiled the “2009 Country Reports on Human Rights Practices.”

Clinton said the U.S. is now gathering facts on its own record because – as a member of the U.N. Human Rights Council – it is participating in the UNHRC’s “universal periodic review” process.

The Obama administration’s decision to join the Human Rights Council was controversial. The Geneva-based, 47-member HRC faces numerous criticisms, chief among them the presence of countries with poor rights records. Iran is currently running for a seat on the council.

“In the fall, we will present a report (to the UNHRC) based on the input of citizens and NGOs, gathered online and in face-to-face meetings across the country attended by senior government officials,” Clinton said on Thursday.

“Assessing opportunities for progress and soliciting citizen engagement is one way that we demonstrate our commitment in word and deed to the basic principles that guide us toward a more perfect union and a more peaceful world,” she added.

Following Clinton’s remarks, Michael Posner, assistant secretary for democracy, human rights and labor, took questions from reporters. One asked how the U.S. would defend itself against critics who say the U.S. “does not have clean hands, particularly when it comes to the criminal justice system.”

“I doubt that other governments are going to say things that people in this society don’t say every day,” Posner said. He reiterated Clinton’s commitment to preparing the first-ever report on the U.S. human rights record for review by the HCR.

Posner said the State Department is holding a series of meetings around the country to gather information it will use for the 20-page report it plans to submit to the Geneva-based United Nations Human Rights Council in November.

“We’re not doing it in a formulaic way,” Posner said. “We’re doing these sessions, these public sessions, we’re inviting in advocacy groups from around the country – we had one in New Orleans, we had one in New York, we had one here is Washington.

“We’re going to spread out to the border areas,” Posner said. “We’re going to go to Detroit. We’re going to talk to people in this society who are on the front line of criticizing, whether it’s the criminal justice system, immigration policies or national security policies -- no holds barred,” he said.

“We’re going to hear them,” Posner said. “We’re going to incorporate their thoughts and suggestions into a report to the U.N. And then we’re going to show up at the end of the year and present that report and get comments from other countries.”

But Austin Ruse, president of a United Nations watchdog organization, the Catholic Family and Human Rights Institute, said the State Department’s process for preparing its report to the UNHRC may not be objective.

“It will give pretty left-wing groups a forum for criticizing the U.S.,” Ruse told CNSNews.com. That internal criticism will then end up at the U.N. Human Rights Council.

“This is a two-step process,” Ruse said. “The second step is another opportunity for the U.S. to come under fire, this time by the United Nations.”

According to the United Nation’s Web site, the Universal Periodic Review (UPR) process was set up to review member nations every four years. It is a three step process – reviewing the human rights “situation” of member nations, asking for “voluntary pledges” to follow recommendations made by the Human Rights Council, and following up to see if those recommendations have been followed.

The U.S. State Department Web site says the collection of complaints about human rights abuses in the United States is part of its goal of “transparency” in the UPR process.

“In the pursuit of a transparent and effective UPR process, the Department of State is encouraging the American public, including non-governmental organizations and civil society more broadly to provide input regarding human rights in the United States directly to the Department of State,” the Web site says.

Comments will be accepted online through April 30.

Ruse said it remains to be seen if the report provided to the United Nations by the State Department will include the human rights concerns of all Americans.

“I would hope that on their listening tour, the State Department will listen to social conservatives about the rights of the unborn child being violated,” Ruse said. “We shall see if the State Department is interested in the proper understanding of human rights.”

In addition to the United States, 15 countries will undergo UPR by the U.N. Human Rights Council this year: They include Liberia, Libya, Malawi, Mauritania, Lebanon, Maldives, Marshall Islands, Micronesia, Mongolia, Honduras, Jamaica, Panama, Andorra, Bulgaria and Croatia.

I remember watching a documentary on the Chinese justice system about 10 years ago. Not sure if it has changed in that time, but they showed how the police investigated a murder. The cops brought in a bunch of suspects. One admitted to the murder and within hours he was in front of a firing squad. Odds are the guy was either mentally ill or had been broken down by torture or some other coercion. In any case, China is devoid of any due process, so the idea that China would criticize the U.S. on human rights is laughable.

While you are correct about China having the most and fastest death penalty rates..the U.S. is the world leader on incarcerations. And the statistics would show that those in incarceration are primarily minorities. Some might interpret that fact to yet a third round of indentiture of minorities...perhaps the slave/master mentality is still alive and well.

I do believe we have the highest citizen to inmate ratio. Human rights violation? No. Idiots violating the laws repeatedly? Yes. Fun fact: 98% of the male "minority" population enjoys sex in the shower. The other 2% haven't been to prison yet.

I wouldn't say America has the highest incarceration rate because our system is so perfect and just, but part of the reason is the American system solves more violent crimes than a lot of other nations. In Mexico for instance, there are a lot more unsolved homicides and corruption that leads to acquittals or early release.

In the 70's, there was a lot more focus on alternative sentencing, and drug sentences (with the exception of a few states) were pretty lenient. Because of a few (but enough) high profile cases, murderers getting furloughs and conjugals and the rise of crack, judges swung hard the other way. Remember that a lot of the black community leaders were pushing for stiffer crack penalties in the 80's.

The race card can be played with some inner city drug cases, but would you play it when the vast majority of white collar criminals are white and call that selective enforcement?

First off, the Chinese indoctrinate their kids from the time they can read to the party line. Second, they have very harsh sentencing for many of their crimes - ie Capital Punishment.

So most of the people there live in constant paranoia, in particular for any form of political dissatisfaction. But things like fraud, major drug crimes, etc will get you the death penalty - and unlike over here, these folks don't get to sit in prison for 10-20 years with appeals. Most of them are probably resolved within 2 years.

So combine intense indoctrination with capital punishment threats and you can get a good understanding of the differences.

I like how the Chinese report makes use of our government's official statistics, which of course, are publically available. I doubt any similar level of openness exists on the Chinese side.

It won't be long before Chinese citizens get sick of their government, shitty living conditions, and shitty system of education, and do something about it.

The Soviet Bloc was notorious for having no unemployment. When the Berlin Wall came down, the West Germans found an East Germany full of idled factories where employees showed up every day and sat around doing nothing for a pay check. Despite the decline in the world economy and a drop in global consumption, the Chinese unemployment rate has stayed about the same in recent years. I have no doubt there are a lot of Chinese workers sitting around idle factories doing nothing. That's not a very sustainable economic model.

You forget WTL - Russia and Eastern Europe had little to no real exports at that time. The Chinese actually sell shit - they have had a high demand for their version of "illegals" before our economic downturn - a lot of their current social unrest has been fueled by unemployment of migrant workers.

70% of those arrested are White though, so there goes the racial profiling theory.

As for "Human Rights Abuse", just look at the entire Middle East. The UN is a POS, we own them, and they know it. They're full of Euro Trash though, so they'll do anything possible to degrade our image. They just hate the fact that more immigrants/refugees flee to the United States, compared to any other Nation on Earth, in history.

Now China on the other hand, that's just "LOL" freaking hilarious.

Comparing China...acountry which has reinvented itself as the Industrial basket of the 21st century to Soviet block era countries is ridiculous. They are doing a "better" job of incorporating capitalism into their economy then we are. Now that isnt all good..but it certainly defies the stereotype you describe.
