Geithner screwed up on his taxes, but he didn't intentionally not pay them. He didn't pay the full amount he owed from his work because the organization he worked for had odd filing requirements. Prior to being named Secretary of the Treasury, Geithner paid what he owed for the last three years, which complies with the law. After being named Sec, Geithner volntarily paid for the other years which, legally speaking, he wasn't required to do.

Geithner accepted IMF reimbursement for Social Security and Medicare taxes that he had not, in fact, paid. The IMF told Geithner he had to pay those taxes.
The IMF reminded Geithner of his responsibility to pay those taxes. Geithner signed documents pledging to pay those taxes.

Geithner only paid those taxes because he was forced to, after a 2006 Internal Revenue Service audit. He didn't pay the taxes from 2001/2002 because the statute of limitations had run out. I mean, really, why should he? He was only in charge of the NY Federal Reserve.
