DHS warning on Movies?

I watched an on-demand movie on Cox today and noticed the Department of Homeland Security seal next to the FBI seal, with two different copyright warnings.

Why do all law enforcement agencies always creep into other areas that don't have anything to do with what they were created for? Is it DHS's job to spend tax dollars chasing after people who copy movies? If a Hollywood studio loses a few bucks, do the terrorists win?

I guess the studios aren't going to complain, after all it's additional enforcement at taxpayer expense, rather than their expense.

Well DHS is in charge of customs, so foreign pirating would be in their bailiwick.

This doesn't appear to have anything to do with Customs. This seems more like an over-reach by the law enforcement arm of DHS itself.

We have to make sure that there's nothing that would be insulting to Muslims. Or if there is, so that we can get an apology out ASAP. Don't want any "man-caused disasters."
