Problem is that FEMA doesn't actually DO any of that stuff, they just coordinate between the various fed agencies and the state agencies.

It's a cartoon. The helicopter represents a symbol of FEMA.

But, there are specific pieces of FEMA equipment such as helicopters, radio trucks, mobile housing units and boats.

In fact you can buy a shit load of FEMA mobile homes and shit from FEMA auctions around New Orleans.
