FFC Overpass?

They are doing some construction near FFC and 28 is that going to be an overpass?

The official statement I've heard is "No lights on 28!" So far they have done an awesome job too! Man I remember the days when all the lights were there... it took FOR-E-VER to get to Dulles mall, etc. Soon it's going to be a pretty sweet drive. They almost have Nokes done, The Expo/Long-Foster is progressing very well and the hardest most surprising one is Frying Pan which is also progressing nicely. This whole area is a crapfest of traffic but 28 is the one instance where they're finally getting it right and relatively quickly.
