Noisy Car

this car is always parking in front of my house late at night and revving the engine for long periods of time. it's been there about 30 minutes so far tonight. I believe they are visiting the skanky neighbor girl. is there some sort of noise ordinance? can i call the cops on this guy? I'm sick of this happening 3 out of 5 week nights.
