The Board of Supervisors has approved a scope of work for the first implementation phases of the Rt. 28 Comprehensive Plan Amendment, which the board approved earlier this year with the goal of spurring economic development in the corridor and around Dulles Airport.

Overall the implementation is expected to take around a year and a half to complete-leaving adoption of the final amendments to the next Board of Supervisors' term.

The scope of work will begin with a first phase of zoning discovery, estimated to take four months. The work will include research and zoning analysis. During this phase, staff members will review the county's existing planning documents and compile "best practices," as well as conduct workshops and one-on-one interviews with residents and businesses in the Rt. 28 corridor. The staff then will review the county's regulatory documents and analyze existing regulations for their applicability in the Rt. 28 corridor. The process should result in recommendations for alternative zoning approaches, including an evaluation of the county's legal options because state law generally prohibits county-initiated zoning changes in the Rt. 28 Tax District.

The second phase will focus on developing a community involvement plan, the creation of which is estimated to take eight months, and include the establishment of an eight to 10-member Zoning Technical Advisory Committee. During this phase, a community outreach plan will be developed, as well as print, electronic and social media outreach. After working with the community, draft amendments to the county Zoning Ordinance will be developed.

The final phase will be the public review of the draft Zoning Ordinance amendments. Then there will be review by the board and the Planning Commission, with public hearings before each body.

Supervisors Jim Burton (I-Blue Ridge) and Eugene Delgaudio (R-Sterling) voted against the direction because they did not support the overall Rt. 28 plan. Both have expressed concerns about the amount of residential development allowed under the plan, and have questioned whether the plan will have a positive impact on the county.
