Uneven fundraising marks Board campaigns

With second quarter financial reports now available, it appears as if some candidates have been making their fundraising calls and some have been spending more of their time enjoying the early summer. All officially declared candidates for office are required to submit financial reports to the Board of Elections. The most recent reports cover activity from April 1 to June 30, 2011.

Chairman Scott York (R-At Large), who recently returned to the Republican Party after two terms as an independent, is apparently taking party opponent Steve Stockman’s (R) opposition for the nomination very seriously. York spent over $30,000 of his political war chest in this campaign period, including over $9,000 in mailings. York also donated to the campaigns of Barbara Comstock and Suzanne Volpe.
It’s apparently hard to say “no” to Janet Clarke, a first-time Republican candidate for the Blue Ridge District who claimed over $40,000 in contributions. From a $75 candidate banner to over $9,000 for consulting, office design and phones, Clarke claimed over $25,000 in in-kind contributions.

Party support is not necessarily necessary in creating a hefty support base. Incumbent Jim Burton (I-Blue Ridge) amassed a healthy $18,000 in contributions, outpacing his opponent Clarke (R) in monetary donations if not in donated goods and services.

Burton’s fellow board members appeared to show that incumbency has its privileges. Supervisor Andrea McGimsey (D-Broad Run) saw a strong fundraising quarter as she faces a largely new district, while Supervisor Eugene Delgaudio (R-Sterling) added to his considerable war chest. Incumbent Kelly Burk (D-Leesburg) saw a poor fundraising period, allowing her challenger Ken Reid of the Leesburg Town Council to close the gap with her financially.

Even so, the real winner of the money wars is Algonkian candidate Suzanne Volpe. A party insider and mainstay within the Loudoun County Republican Party, Volpe raised over $38,000 in monetary donations from such notables as former supervisor Mick Staton, Hobie Mitchell of Lansdowne Development Corp., 10th District Republican Chair Howie Lind and Bill Dean of MC Dean – and fellow political candidates Del. Tag Greason, Commissioner of the Revenue Bob Wertz, Ralph Buona (Board of Supervisors candidate-Ashburn District), David Ramadan (House of Delegates candidate, 87 th District), John Stirrup (Va. Senate candidate, 13th District), Ron Speakman (candidate for Sheriff) and John Whitbeck (Va. Senate candidate, 10th District). Volpe’s diligent fundraising was accomplished even before her Democratic opponent, Denise Moore Pierce, formally announced her intention to run.

Volpe’s success on the fundraising trail stands in contrast to the seven candidates who failed to break $10,000 in donations.

Some candidates also put their own money into the race, carrying outstanding loans to their campaign committees. At the head of the list is At-Large candidate Tom Bellanca, who has loaned $30,000 to his campaign committee. Other candidates with outstanding loan balances against their campaigns include Steve Stockman for the At-Large Seat ($7,402), Ralph Buona in Ashburn ($3,000), Shawn Williams in Broad Run ($5,000), Ken Reid in Leesburg ($5,000) and Al Nevarez ($4,000) and Bahri Aliriza in Sterling ($1,000). Dominating the list among local candidates is Sheriff hopeful Ron Speakman with an outstanding loan of almost $45,000 to his campaign committee.

Money moving fast in Sheriff’s Race

With the Republican nomination still contested, current Loudoun County Sheriff has apparently been building his own war chest for the contest in November. Sheriff Steve Simpson (I) raised more than $24,000 for his campaign in this quarter, considerably more than both of the remaining Republican candidates.

Even so, Republican candidate for Sheriff, Ron Speakman, has outspent his opponent. Speakman has spent $45,847.51 in this quarter compared to the $8,478.34 spent by his convention opponent Mike Chapman. Republican Party members will choose between the two at a convention July 23. Alternatively, Simpson spent almost $17,000 during the period, although most of the expenditures were sponsorships for charity golf tournaments.
Currently unchallenged Treasurer Roger Zurn and Commissioner of the Revenue Bob Wertz saw relatively low-key fundraising efforts. The same is true of incumbent Commonwealth’s Attorney Jim Plowman, despite a challenge from Democrat Jennifer Wexton. Wexton’s fundraising push currently places her ahead of Plowman in the fundraising race.
