UPDATE: More allegations come to light in child sex abuse case

Another accuser has come forward claiming sexual abuse against a 23-year-old child care worker at Chesterbrook Academy in Leesburg.
Brad R. Minor, of Leesburg, was first charged July 5 with one count of forcible sodomy after he was accused of sexually assaulting a 4-year-old child who attends the school, said Lt. Jeff Dube, spokesman for the Leesburg Police Department.
On July 8, Dube confirmed that another student is now claiming to have been abused by Minor.
“We are aware of a second allegation, and it’s currently under investigation at this time,” Dube said.
When asked about the new allegations, Chesterbrook Academy released the following statement:
“The well-being of our children remains our first concern and we are continuing to cooperate with the authorities while respecting the privacy of our families. Because this is an active criminal investigation, all questions should be directed to the Leesburg Police Department.”
A similar statement was released by the academy July 6 after Minor’s initial arrest.
“The well-being and safety of our students at Chesterbrook Academy is our top priority, and we are deeply concerned for the child involved in this incident,” the statement read. “We are shocked and appalled about the charge against Brad Minor, who has now been terminated from our employment.”
According to the statement, authorities informed Chesterbrook Academy that an assault claim had been made against Minor in March, and he was placed on leave at that time. However, he would be back.
“We were subsequently notified in writing by Child Protective Services that the case was closed and the claim unfounded, and Mr. Minor was reinstated,” the release states. “While we cooperated fully in the investigation, we were never informed of the factual allegations behind the complaint.”
The academy claimed that there was no indication prior to his hiring that Minor would be a danger.
“As with all of our employees, Minor was required to have a clear criminal and child abuse record prior to being hired,” the release states. “His criminal background check and child abuse record was clear. We had no knowledge of any harmful or illegal conduct by Minor while under our employment. We will continue to cooperate fully with the investigation.”
While a Child Protective Services investigation after the original March allegations was fruitless, the police investigation never closed, according to Dube.
“I can’t speak on behalf of CPS or their procedures and policies, but our case was never closed,” Dubé said.
He went on to say that such serious charges must be investigated thoroughly.
“Sometimes, that takes time,” Dube said.
A spokesperson for Chesterbrook Academy said that the school was never aware that a police investigation was still going on.
The school received the letter from Child Protective Services May 2 (the letter was dated April 27) that the original claim “was unfounded.” Officials at the school still weren’t aware of a police investigation, and Minor was reinstated to his position the following day.
“We took every measure to keep our kids safe,” the spokesperson said. “We did the background checks – we did everything by the book. That something like this could happen is terribly disconcerting to us.”
More than three months after returning to work, Minor was arrested and charged July 5.
Minor remains held without bond at the Loudoun County Adult Detention Center.
