Another source of illegal phone scams or a phone spoofer?

Who operates the illegal robocaller from number 571-420-4368 #4? The address that comes up is on Cornwall street in Leesburg located in or at the house across the street from the Loudoun County Circuit court building. They are dialing cell phones on the do not call list.
