What is the general consensus of the LCSO?.... Thinking about applying and moving to the area but if they are a bunch of jerks then ill pass... Im most likely moving to the area regardless and if i dont get hired, i dont want to have a police force thats abusive/racist/lazy/etc....

Any thoughts?

Most people moving into an area move here (1) trying to find a job; (2) Because they have gotten a job here, or have some other obligatory reason for making their move here. No one is concerned first about the police then about other reasons for moving/not moving here unless they have something to hide, or want to sniff out the climate of permissiveness to set up their own illegal form of trade. So, now why would you really have to be so concerned and worried about the police force being "abusive/racist/lazy?" Are you looking for a place that fits that description?
