dumping dog poop at Target

So second time I see these people drive to Target so they can have their dogs poop in the bushes and not have to pick it up. They do the fake out of pretending to fish in their pockets for bags, look around to see if anyone is watching, then walk away and leave the poop there. 2 boxers in a green saturn SUV, park in the far end of the lot near Guinea. Beautiful dogs, ugly owners.
