Sexy clown car?

Is anybody in the Springfield area familiar with a brown hooptie with the license plate SEXYCLWN (or some variation of "sexy clown")? I used to drive behind him on the Pkwy a lot and one time I saw the dude driving it was smoking a pipe. It kind of creeped me out. Anybody know what I'm talking about? Please say yes.
