ATV's on reston black path trails

Has anyone else noticed ATV's on the paths in reston recently? Is it the police? I have seen one fly down the path near my house twice now. Once was a 10:35 am and the second time just happend at 10:15 pm. Just curious of whats going on. I know they the cops have dirt bikes and regular bikes. But ATVs for search and rescue, why on the bike paths in reston???
