When that god forsaken jumble of high brow stores wrapped around a parking lot was built, the intersection (Gallows Road and Lee Highway) underwent a huge transition.
My question is who paid for the landscaping in the median strips at all four sides of that intersection?
And who's responsibility is the maintenance of that landscaping?
Went through there recently and it looks like a third world country.
