The increases in the gap occurred under the GOP. It was George Allen who created the largest slide in his "NOVA is costing too much" rhetoric while in Richmond and took 55 cents to 35 cents in his term as governor. Gilmore continued that slide. Warner kept spending in NOVA stable, Kaine decreased it from high 20s to 25, and under 2 years of McDonnell it has gone from 25 cents to 19 cents.

This by the way is brought up in the article. But to ignore what Allen and Gilmore did which is taking from 55 cents to high 20s (which equates to between 3-4 billion dollars per year less being sent to NOVA) is ignoring the facts that the GOP in Virginia is socialist as long as it means that the social funding helps get them elected.
