bright halogen lights

Are the white/blue-ish halogen headlights (non HID) sold at Advance Auto and other car part stores street legal in Fairfax County and/or Virginia? I know they burn out quicker but they do seem to be brighter than normal headlights.

If they are DOT certified, yes. They will say DOT somewhere on them if they are. If they're made by a reputable brand such as Sylvania or GE then they are definitely DOT certified.

If it's some no-name shit with Kanji writing on the package, I wouldn't bet 50 cents that it is.

You have trouble seeing with normal headlights? Maybe you need a new pair of glasses rather than brighter lights (which will undoubtedly annoy other drivers coming towards you).

Unless you're just starved for attention, that is. In that case, definitely get the brights. I recommend the yellow ones.

If someone needed more light to see, how would getting a new pair of glasses help? Glasses do not increase light.

You're right -- people with bad vision can see just as well when they're driving at night as people with good vision can.

While HIDs can be annoying they are pretty far down the list of complaints IMO.

Based on what I see on the roads most days, he's probably driving around at night with the daylight running lights and thinks that his headlights are coming on automatically. Which means too little light shining forward, lights that are probably shining too high up which is more blinding to other drivers than running HIDs that are pointed down where they should be, and no tail lights at all.
