advertisement The case of an 11-month-old Reston boy who died in October after being taken from a Vienna home that was later deemed uninhabitable by county officials has this week culminated with a murder charge, according to police.

Carol Lutsky, 20, of Summit Manor Court in Chantilly, was indicted Tuesday and charged with the child abuse, neglect and murder of Nehemiah Williams, Town of Vienna Police said Tuesday.

On Oct. 5, Lutsky, a caregiver living in the home in the 1100 block of Lakewood Drive, SW, took Nehemiah from the Vienna residence to his mother’s home on Freetown Court in Reston, police said.

After attempts to revive the unresponsive boy by both Lutsky and his mother, he was taken to Reston Medical Center and later transported by helicopter to Children’s National Medical Center in the district, where he was pronounced dead the next day, police said.

As the death occurred at Children’s National Medical Center, the District of Columbia Medical Examiner’s office assumed the case and performed the autopsy.

Police said Tuesday that the results of the autopsy revealed that Nehemiah died as a result of blunt force trauma to the upper body and his death was ruled a homicide.

“Through the investigation, it was determined Lutsky was a suspect in the case,” said Vienna police spokesman Gary Lose.

Following the boy’s death, Lutsky’s Vienna home was deemed uninhabitable by the Fairfax Department of Code Compliance. A sign on the house read: “This area is unsafe and its use or occupancy has been prohibited by the fire official.”

The home’s code violation was incidental to the homicide investigation and was not a factor in the case, according to Lose.

Police said on July 16, Vienna police detectives presented the results of the homicide investigation to a Fairfax County grand jury.

Lutsky was arrested Monday and taken into custody on charges by detectives from the Town of Vienna Police Department with the assistance of the Fairfax County Police Department.

Lutsky was transported to the Fairfax County Adult Detention Center and held without bond.

Attorney information for her has not been made available.

Well, if you pull the assessed home values for Freetown Court, which is in the Glenvale Condominiums, a development built in the early 1970's in South Reston, you'll see that the high-end, 3 bedroom units are valued at less than $115K, which kind of gives you a hint as to the neighborhood the mother lived in.

I suspect that Ms. Lutsky was about as much of a babysitter as Nehemiah's mother could afford.

I read the sentence that Lutzky "took Nehemiah from the Vienna residence to his mother’s home on Freetown Court in Reston" in the original copypasta to mean that Nehemiah's mother lived on Freetown Court in Reston.

You're saying that the baby lived in the home in Vienna with his babysitter and not with his mother? Or should the word "his" in the sentence be "hers", which changes completely whose mother lives on Freetown Court in Reston?

Carol was a friend of the mother of the boy, and this was not a typical "child care" situation, but one where the mother left the boy at the home of her friend. I'm not excusing anything, but the whole story hasn't been told.

I hope people realize this woman most likely wasn't licensed in the first place, therefore not even subject to childcare regulations. I know lots of mothers who put their children in unlicensed care to save money. Stricter regulations won't affect those care providers.

Carol Nadine Lutsky, 22, was sentenced to 40 years on April 25. Per her plea agreement, she will serve 22.6 years of the sentence and be on active probation for an additional 20 years.

The incident happened on October 05, 2011 at the 1100 block of Lakewood Drive, SW. Lutsky had given the infant, Nehemiah Williams, back to the biological mother in Reston, Virginia. The infant was then taken to the hospital where he died after his condition deteriorated further, officials said.

The autopsy results show that the infant died as a result of blunt force trauma to the upper body and his death was ruled a homicide, police said.

After investigation, on July 16, 2012, Lutsky was indicted and charged with 'child abuse/neglect and murder', officials said.
