Officers Cleared by Commonwealth’s Attorney

Fairfax County Commonwealth’s Attorney Raymond F. Morrogh has informed Colonel David M. Rohrer, Chief of Police, that he finds no basis for criminal liability on the part of the police officers who discharged their weapons in two separate incidents. No charges will be filed against the involved officers, PFC J. Kevin Clarke or PFC Stephen Copp.

PFC Clarke, has been with the department for 12 years and is currently assigned to the K-9 section. He was involved in a shooting in the Springfield area on May 21, 2012.

PFC Copp, has been with the department for five years and is currently assigned to the Mount Vernon District Station. He was involved in a shooting in the Mount Vernon area on May 28, 2012. Stephen P. Collier, 61, was treated for his wounds and arrested. He is charged with destruction of property and assault on a law enforcement officer.

Has there ever been an unjustified shooting in Fairfax County by the PD? Nothing like the police policing themselves. There needs to be a citizen review board on these shootings and officer crashes.

And, the officers that get caught for DUI get off too. Go figure.

Sal Culosi was murdered and they bought that sorry excuse that it was an accidental discharge. If the shoe was on the other foot, the death penalty would have been asked for. They'd then offer you a plea deal, life in prison without the possibility of parole and act like they were doing you a favor.

I get the whole Culosi arguement. But really? "cold blooded murder"? Do you really think the cop woke up that morning and said to himself "I think I'll kill someone today"?

He may have fucked up but I highly doubt it was intentional. If you can show it was, go present your case to the CA.

By that logic if a person drives drunk and kills somebody nothing should happen because they didn't intend to kill anybody. When you fuck up via gross negligence and the end result is a person dying you go to prison. You don't get the same sentence as if you did it on purpose, but you are punished. You sure as hell don't get to keep your job after you proved that you lack the ability to safely handle a firearm.

I agree with that in regards to the Culosi shooting-I certainly don't think the guy should have kept his job and probably should have been facing a criminal charge. Having said that, stick on point. These last two shootings aren't even remotely in doubt. People who bitch everytime cops get cleared in a legit shooting are just whiny bitches.

Is that guy who drives drunk and kills someone a cold blooded murderer? You think they had intent? Calling someone a cold blooded murder is harsh. Saying someone fucked up and probably should have paid for his fuckup I could agree with.

Might want to crack a law book and read up on elements of different crimes before you go babbling about something you don't know about.

Just to save you a little time, intent is required for murder. Intent can also be formed in a split second.

All of you people who are calling the police officers cold blooded killers, remember that the next time you call 911 because someone is breaking into your house or stealing your car. You all want to complain until you need them. A citizens review board is a horrible idea. Why should bored housewives and middle aged men with no purpose in life decide what is right and what is wrong? Bookies are not gamblers. Their customers are the gamblers. The cop had a reason for "accidentally" firing his hand gun directly into Sal's chest. Maybe he isn't a gambler, but he knows why he did it.

The cop that shot and killed the bookie was a swat officer if I remember right. He was not the detective involved in any part of the investigation.The Swat cop had never met the bookie before. So what gambling problem are you talking about? Or are you just talking out of your ass....

Jesus fucking christ, how many of you pigs have learned how to use computers? Listen up pig, he was suggesting there is a correlation. If the pig that killed the bookie did not know the bookie, then maybe one of the pig's relatives did know him. Maybe the gambler thought I can just pay this cop 10K instead of paying the bookie the 100K he owed him. The pig took the money and got off free in the end. Wouldn't be the first time someone used a cop as a hit man. Why do you pigs always rush to defend your own kind and say they are 100% innocent? It's only when a case gets media attention that a cop who is a murderer gets any attention.

Fairfax cops like any other cops there are good cops and bad cops but in the Mt. Vernon area racial profiling is terrible even with the little black boy...this is all over the country...wouldn't be surprised of some were Klan members like in the savage state of FL ...

Same cop PFC Stephen Copp racial profiled me he and his buddies handcuffed me in front of my apartment complex walking from the store if my neighbor had not been in the window I probably would've been shot by this officer for no reason...this guy needs not to be a police officer for real. .. he's very dangerous and makes very bad decisions ... during the investigation my witnesses were never contacted... all I need is someone to handle this case we will win!!!
