No it is not allowed on public streets. Private property is fine. The dirt bike has no speedometer or signals, and is not considered a scooter or moped by the State of Virginia. You will be fined if you are caught riding on public roads or property. Take your bike to West Virginia: there are plenty of trails about 35 - 50 minutes away.
