like the title says, is there a place to test my car to the limit? i want to practice emergency meneuvers just in case something bad happens on the road n im forced to make a safe decision. i beleive that open public places cant be used dur to tresspassing laws.

Just practice driving in various conditions and you'll be fine. I never practiced emergency maneuvers outside of mentally prepping myself for it, and that was all I needed when it became for real.

However, if you really want to, then attend a performance driving school taught by professionals.

try here just pull right in and hit as many as you can while you practice going forward and reverse. This is where they park the old ones so dont worry you wont get in any trouble. Take plenty of pics, they love that too!
